The forums are broken.
A number of users report that they can't start new threads in the forums.
I think it may be anyone using a non-Chinese localized version of Windows. I don't know for sure.
The error messages shown in the browser error console are clearly related to a problem with the FCKEdit text edit control.
The error messages are in Firefox 3 are:

This problem has existed for months now.
There is ample documentation on the web of recurrent problems with the FCKEdit component producing exactly this result.
